APPROVAL OF AGENDA

Agenda Amendments: In the event the Board needs to take final action on an emergency matter not included in the posted agenda, a motion must first be made stating: why the item was not reasonably anticipated to be on the agenda and stating the facts of the reason for the emergency. An emergency must be a situation involving injury or damage to persons or property, or immediate financial loss, or the likelihood of such injury, damage or loss, when the notice requirements of agenda posting will make such notice impracticable, or increase the likelihood or severity of such injury, damage or loss.

EXECUTIVE SESSION:

    • The Action item is the motion calling for executive session and identification of the statutory authorization and who outside of the Commissioners will be in attendance. The motion, if seconded, requires a roll call vote.

    • The Action item is also the voice vote to come out of executive session and resume regular session.

    • No final action or final decision will be taken or made in executive session

CONVENE INTO EXECUTIVE SESSION

Under Idaho Code § 74-206(1)(a)(b)(c)(d)

An executive session will be held, for the following purposes:

(a) To consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in an elective office or deliberations about staffing needs in general;

(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student;

(c) To acquire an interest in real property which is not owned by a public agency;

(d) To consider records that are exempt from disclosure as provided in chapter 1, title 74, Idaho Code

RESUME REGULAR OPEN SESSION MEETING

A. Executive Session Summary Announced by the Chairman

B. Consider logistics and the approval of expenses of the formation of an operational district to provide fire service within the District including consideration of hiring of a fire chief, training officer, volunteer firefighters

C. Consider approval for publication of a draft first amended Fiscal Year 2018/2019 budget

D. Consider setting a date for public hearing to consider draft first amended Fiscal Year 2018/2019

E. Consider authorization of publication of draft first amended Fiscal Year 2018/2019 budget

F. Consider levy and other revenue options regarding emergency circumstances of Fire District services for fiscal year 2019/2020 and beyond

G. Consider lease of fire station facilities

H. Consider the purchase of firefighting apparatus and equipment.

I. Consider a tax exempt lease / purchase via the County Sheriff’s Department for the ordering and purchase of radios and pagers.

J. Consider a meeting with Mayor England of City of Chubbuck to confirm our decision to create our own fire department and request that the City support the new fire department in the future.

K. Consider meeting with Bannock County Sheriff’s office, County 911 coordinator and others as required to set up dispatching and communications for the fire district.

L. Consider compensation to those of the district who have travel expenses related to securing assistance from other departments and agencies with the creation of the fire district and the acquisition of donated equipment.

M. Appoint District Secretary. June Heilman. Position previously held by commissioner Savage.
