CONSTRUCTION COMMITTEE MEETING MINUTES

NBFD Fire Station – 444 E. Chubbuck Road

June 16, 2022 @ 5:30pm

  1. OPEN MEETING - Meeting opened at 5:30pm by Commissioner/Committee Chair Johnson.

  1. ROLL CALL - Commissioner Johnson, Chief Brood and Secretary Ramirez were present in person at the station. Commissioner Shell and Commissioner Curtis attended the meeting via Google Meet.

  1. ACTION ITEMS:

    1. Approval of agenda - Chief Brood made a motion and was seconded by Commissioner Johnson to approve the agenda. The motion passed unanimously.

    2. Discussion on construction of new station

      1. The following people were in the meeting via Google Meet: Jake Butikofer, Marty Medley, Kevin Conley, and Steve Case of Morton Buildings as well as Jeffrey Zimmerman and Don Higdon of Municipal Development and Funding.

      2. Mr. Butikofer began by discussing the current average cost of building at $150-200 sq ft for the bay area and $250-300 sq ft for the office/training areas. It is hard to estimate since they do not have ideas of the costs of subcontractors in the area.

      3. The bigger building the chief drew out (125 feet wide) would be about $100,000 more than the original drawing provided (about 81 feet wide).

      4. Morton also stated that rotating the footprint of the station would not be a problem.

      5. How much do we want Morton to do is the question. They can even do the parking lots and the interior fixtures. The commissioners want them to do as much as possible so that the station is turnkey when it’s turned over to the district.

      6. What are the next steps:

a) The board will need to pass a resolution engaging Municipal Development as the finance company for the station construction. Jeffrey will send a sample resolution to Secretary Ramirez. The board can accept & sign the resolution at the July board meeting. Municipal will get started while we get the resolution approved.

b) Municipal Development will lease the land from the District during the time of construction and then they will lease it back to us once construction is complete.

c) Municipal Development and the District will gather 3 years of financial documents in preparation for the lease approval. Don Higdon from Municipal will contact the District to secure those documents.

d) Municipal will then finish the process and then Morton Buildings can begin the design and build of the station.

      1. Municipal will try to use a local bank to provide the funding. They will collect a basic downpayment to get things started.

      2. Our contract with Municipal will mirror the contract with Morton Buildings.

      3. Municipal will do an in-person visit when it is necessary but at a minimum for the closing.

      4. Station design will probably need to have sprinklers. The station will be connected to city water, so there should be sufficient pressure to supply the sprinklers.

      5. Chief will come up with a wish list of items that the station will need.

  1. ADJOURNMENT - Commissioner Johnson made a motion and was seconded by Chief Brood to adjourn the meeting. The motion passed unanimously and the meeting adjourned at 6:12pm.
