REGULAR MEETING

The meeting was opened by Commissioner Curtis at 5:31 PM.


Roll call – Commissioner Alan Curtis, Commissioner Deb Shell, Fire Chief JR Farnsworth, Assistant Fire Chief Mark Brood; By phone Commissioner Wes Johnson, June Heilman, Secretary


ACTION ITEMS:

  • A motion was made by Commissioner Shell and seconded by Commissioner Curtis to approve the agenda. The motion passed unanimously.


  • A motion was made by Commissioner Shell and seconded by Commissioner Johnson to approve the minutes of the July 8, 2021 meeting. The motion passed unanimously.


  • A motion was made by Commissioner Curtis and seconded by Commissioner Shell to approve the minutes of the July 8, 2021 Executive Session. The motion passed with Commissioner Johnson abstaining.


TREASURER REPORT:

The following balances were reported by Commissioner Curtis:

ICCU checking account - $556,491.68

ICCU saving account - $40,076.22

ICCU credit card balance - 0

Connections Credit Union checking account - $96,884.89

Connections Credit Union savings account - $25.00

FIRE CHIEF REPORT

Chief Farnsworth reported there were 16 calls in July; 8 were fire calls and 3 EMS assist calls; 2 of the fire calls were mutual aid calls. There were 3 final new construction inspections and 6 construction site inspections. Five burn permits were issued, but the burn ban is still in effect. The department was on scene at the Bannock County Fairgrounds for the July 4th fireworks. Nick Hottman from NH Creative has started on the station murals. There will be a ribbon cutting by the Chamber of Commerce on September 9th. Upcoming events include a railway response training at ISU and a car seat technician course. The Firebucks pilot program has begun and will run until September 30th. Volunteers are awarded Firebucks which have an approximate value of $2 for training, call response, meeting attendance and events.


TRAINING REPORT

Assistant Chief Brood reported there are currently 32 firefighters with 16 at FF1 and above. Eight volunteers are now FF1 certified. In July there was an emergency vehicle operations/driving rodeo and training on water supply, and ladder and forcible entry drills. There will be a HazMat Awareness course and a Driver/operator course in the fall.


ACTION ITEMS:

  • A plaque of appreciation was presented to Roy Allen by Commissioner Curtis. He was thanked for his 15+ years of service as a fire district commissioner.

  • A motion was made by Commissioner Curtis and seconded by Commissioner Shell to approve the Notice of the Public Budget Hearing for Fiscal Year 2022 which also contains the FY2022 budget. The motion passed unanimously.

  • A motion was made by Commissioner Curtis and seconded by Commissioner Johnson to engage the services of The Accounting Office to assist the fire district with management of its finances. The motion passed unanimously.


There was a discussion of the commissioners’ terms of office. The Subdistrict 2 Commissioner Curtis term ends in 2021; he will be up for election in November. The terms for Subdistrict 1 Commissioner Johnson and Subdistrict 3 Commissioner Shell end in 2023.


  • A motion was made by Commissioner Curtis and seconded by Commissioner Johnson to nominate Commissioner Shell to serve as president of the board. The motion passed unanimously.


  • A motion was made by Commissioner Curtis and seconded by Commissioner Shell to have Commissioner Curtis continue to serve as treasurer. The motion passed unanimously.


There was a discussion regarding the acquisition of the land on Anderson Lane. Commissioner Shell has met with Merril Quayle, the Public Works Engineer for the City of Pocatello and was informed the fire department will be able to tie into the city’s water supply. There is a problem with the sewer system in that area. Commissioner Shell will explore the problem further with the city.


  • A motion was made by Commissioner Curtis and seconded by Commissioner Shell to approve the monies received as listed below. The motion passed unanimously.

NEW BUSINESS

There was a brief discussion of a new irrigation ditch which has been proposed by Wayne Hale, a neighbor on Whitaker Road. This will be placed on the agenda for the September meeting.


Chief Farnsworth reported a claim has been submitted to Fire Recovery for reimbursement for responding to a car fire of a nonresident.


Commissioner Shell will arrange for the publication of the budget hearing notice in the ISJ.


The budget hearing will be on August 26, 2021 at 7:00 PM.


The next regular meeting will be September 9, 2021 at 5:30 PM.


  • A motion was made by Commissioner Curtis and seconded by Commissioner Shell to adjourn the meeting at 6:43 PM. The motion passed unanimously.
