EXECUTIVE SESSION

The Executive Session was terminated.

SPECIAL MEETING

The meeting was opened by R. Allen 10:58 AM.

Roll call: Roy Allen and Steve Klauser

Resolution 2019-01 which declared an emergency in the Fire District and the need for a Special Emergency Levy Election and ballot was approved at the June 11 meeting. Subsequently, it was

found that the ballot language was not in compliance with HB 103 from the 2019 Idaho Legislative session.

ACTIONS;

*Motion by R. Allen and seconded by S. Klauser to approve Resolution 2019-2 to hold a Special Emergency Property Tax Budget Override Election to authorize an increase in the Ad Valorem Tax Levy of the Fire District for two fiscal years not to exceed the sum of $500,000 beyond the amount previously authorized and to accept the language of the State Tax Commission for the ballot questions.

The motion passed unanimously.

Kristi Klauser is to take the signed resolution to the Elections Office on June 17, 2019. An acknowledgement of receipt is to be obtained.

NEW BUSINESS

*Motion by R. Allen and seconded by S. Klauser to hire the Fire Chief and the Training Officer as employees. The motion passed unanimously.

*Motion by R. Allen and seconded by S. Klauser to have one fire district commissioner and Kevin Quick (former Pocatello Fire Department Fire Chief) interview the fire chief and training office candidates and make a recommendation to the fire district board. The motion passed unanimously.

*Motion by R. Allen and seconded by S. Klauser to hire an accountant. The motion passed unanimously.

A discussion of the budget was held. The goal for the working budget for the fire department is $120,000/year which is the amount the district was paying Chubbuck for prior coverage. The decisions regarding salaries and equipment purchases must keep within this amount, if possible. The reserve fund can also be used for equipment purchases. The budget can be adjusted if the levy passes. A vote to hire the training officer will be held in the meeting of June 21.

Discussion was held on the vehicles offered under the lease agreement of the Bancorp Company. The company will make a presentation at the Executive Session on June 21, 2019 and a decision made.

It was noted by R. Allen that Chubbuck Fire Department will not sign a mutual aid agreement with the Fire District’s Fire Department on structural fires as they have safety concerns.

Motion by S. Klauser and seconded by R. Allen to adjourn the meeting at 11:45 AM. The motion passed unanimously.
